N.C. banks outperforming peers on real estate loans - Charlotte Business Journal:

xagawu.wordpress.com
Those are among the findings of a new reportfrom Charlotte-bases . It shows that bankxs based in North Carolina lead the Southeasttwith $720 billion in real estate about 15.3% of the nation’s But only 2.18% of those loansx are 90 days or more past due. That place s North Carolina third-best among the seve n Southeastern states, behind Virginia and Tennessee, the reporft says. It’s also better than the national rate of North Carolina-based banks are more exposed to developmenty loans than their Southeastern peers. Thosee loans are considered riskier than other realestate lending, such as home loans.
But so far, developmentt loans by banks in North Carolina are performing despite experts’ concerns. Financial analysrt Matthew Jones, principal at Forum Capital, says his researcuh reflects recent realestate trends. Becausw North Carolina didn’t see property value skyrocket as fast as they did in statess such as Floridaand Georgia, the N.C. decline hasn’t been as “We just don’t have the highs and Jones says. “And banks here seem to have done a good job managing their portfolios and keepingbloans current.” There’s still causew for concern.
Because banks based in North Carolina hold so much real they remain exposed if another wave of real estats losses hitsthe market. Jones says one common denominatodr for banks that have failed duringf the recession is a heavy exposure to riskgreal estate. “That stuff just hangs around on thebalance sheet, and it can cause It’s not even that some of thes e guys did anything wrong. But the market materially changed.” The next dangee spot for bank portfolios is lending for constructiojn andland development, analysts and banker s say. Federal regulators’ recent stresxs test of the nation’s largest banks consideref C&D loans among the riskiest for lenders.
Regulatorsd estimated 18% losses on that group of loans if the recessionm wereto worsen. At Nortu Carolina’s institutions, about 20% of all loans fall into the C&Ds category, twice the national average and second-highest in the Georgia has the highest rate in the Southeasgat 21.37%. C&D loans are oftehn structured with balloon payments that can be paidor restructured, depending on sales. But the downturn has nearlu halted major realestate purchases. Tony Plath, financse professor at , says that will make it difficultg for some developers to stay curreny ontheir payments.
Tighter lending requirements also will make it hard for developere to refinance before big paymentscome due. Rightr now, 4.3% of all constructiob and development loans issued in North Carolina are severelypast due, accordingf to Forum Capital’s report. “I’m reallgy worried about developer performance,” Platy says. And local community bankers havesaid they’re concernes developers that have survived so far may be nearing the end of their reserves and will run into trouble if salesd don’t pick up.
Jones, the Forum Capitaol analyst, says North Carolina’s exposure to higher-risk loans doesn’r mean the properties are all located within the He says national banks inCharlotte — Bank of America Corp. and Wachovia, now owneed by Wells Fargo & Co. hold a large number of loans securede by property inother states. That includes dealxs in distressed markets such as Floridqand California. The high exposur e doesn’t necessarily mean banks here are headed forimmediated trouble. Of all the bank failures in the Southeastsincwe August, the average failed bank had more than 46% of its net loanx in the C&D category, Forum Capital’sd report shows.
And, on average, nearlyh 33% of those loans were past due orin default. But in Nortj Carolina, only four banks exceed 40% of net loans in the C&DD category — Blue Ridge Savings Bank, Cooperative Trust Atlantic Bank and Wake Forest Federal Savingsand Loan. And they all are well beloew theaverage past-due ratees of the failed banks.

Albany officials promote small-scale apartment conversions - Washington Business Journal:

viningocouqyl1601.blogspot.com
One example is at 370 across from theAdministration headquarters. The upper threw floors of the late 19th-century buildiny are being convertedinto six, 1,400-square-foot to 1,600-square-foot apartments that will rent for $1,800 this fall. A commercial tenant will be sought for thefirsyt floor. The owners dubbed the apartmentws TheMeginniss Flats, in honor of the old electricak company whose name graces the rear of the buildingt in big white letters that have faded over time. The sign is painted over the red briclk facade and must be preserved because the propertyy was built in 1898 and is in a historic Financing small projects can be just as trickgy as thelarge ones.
Even though the owners were armed with a feasibility study showing the potentialfor apartments, they weren’t able to get a bank loan becausew the real estate markeyt had soured. “Nobody wanted to finance this saidMike Hannah, a tax attorney and certifier public accountant. “One lendetr wanted us to put inanother $500,000 Hannah and his partners ultimately got $1 million in private financingy from sources in the Boston area. The interest-onlyg construction loan enabled them to buy materials and hire contractorsz to startthe renovations.
The apartments are located in a part of the city that coulcd see big changes in years to come if a proposed conventiomn center evergets built. Planws call for the centere to be located on the parking lots behind the row of buildings that includesx370 Broadway. The decrepit Trailways bus station next to 370 Broadwaty would be demolished to make way for a pedestriann plaza leading to theconvention center. Hannag and his partners aren’t counting on the conventio center to make the apartmentwsa success. There have been many delayd in the convention center planning and, as of now, no commitmeny from Gov. David Paterson to fund the entire $230 million project.
“I stoppef even thinking about it,” said Hannah, who owns the building with his Michele Hannah, and another couple, Brenda Gould and Perryy Gould. The Hannahs used to run a commercial print shop on the first floor but sold it four years ago whenbusinessz declined. The Goulds became part owners of the propertyh infall 2006. The partners are convinced there will be stronf demand for the apartments from youngg professionals and empty nesters who want to live Those are the same demographic groupws that other developers havebeen targeting, thougb the tough financing climate has stallex or killed two large, high-profils downtown developments over the past year.
Plane for the 125-unit , a luxury condominium tower on nortyh Broadway havebeen shelved, although says it hasn’rt given up. Nearby, plans for an upscald 175-unit apartment building and 125-room hotel are on hold while the land ownef tries to sell thedevelopment rights. Small-scale residential projects are less but they are alsomore manageable. Over the past five or six there have been several conversionsof upper-floor buildingx into apartments within the boundaries of the Downtowj Business Improvement District. Many projects have been partially subsidized by grantsand low-costt loans administered by the , the and the state Divisionn of Housing and Communitu Renewal.
“We’re very encouraged that these propertt owners are doingthe six- to 10-unit conversions and they have a waitingg list of people to lease said BID Executive Director Pam Tobin. “I demonstrates there is a demand fordowntown living.” Officials are trying to get more developers Nearly 200 people attended a forumj in March at to learn about financial assistancr and properties available for redevelopment. Beside s 370 Broadway, another conversion is underway: the upper floorzs of 23 NorthPearl St., above a Quizno’s, are being renovated into seven apartments by Gus Moutopouloe and Steve Moutopoulos.
Also, Rosenblum Development wants to converta four-story formerr warehouse and car dealership on Chapel Street into a 20-unit high-end condo. Like with any construction there are unforeseen problems once the work The budget for Meginniss Flats has balloonexto $1.5 million, about $500,000 more than what was projectecd by a feasibility study done by the Other financing is coming from federal and statr historic tax credits worth about $390,000 and a $60,000o New York Main Street The 2-bedroom, 2.5-bath units will have amenities that urban dwellers expect, such as hardwood floors, exposed brick walls, granite counter tops and a high-techb security system.
For the time though, the apartments lack two othercritical elements: cable TV and high-speeed Internet access. The buildint is not serviced by , a fact that surprisecd the developers after they were well into the Cable service might be available once therd are people living inthe building, said Peter a Time Warner official.

Franchot: Financial questions on State Center project will require vigilance - Minneapolis / St. Paul Business Journal:

vavyzina.wordpress.com
Franchot, who joined Gov. Martin O’Malley and Treasurefr Nancy Kopp onthe state’s Board of Publiv Works in voting for the $1.4 billio State Center redevelopment project Wednesday afternoon, said he does not know enoughj about the project’s costs to the state or whethert the project is even practical given the nationwide creditr crunch. “I believe the project has a lot of promisr and is deserving of Franchot said in a telephoneinterview “I voted for it, but am goingh to continue to be vigilant abouyt the fiscal exposure to the state.
” The deal involves the statse leasing its midtown Baltimore office complex to a private developmeng team, which would then redevelop the property into a mix of shops and homes. The state would then lease back a majority ofthe project’s 2 million square feet of office space for use by its varioud state agencies. But the terms of the deal have not been hammerexout yet, as Franchot and the Boarr of Public Works voted Wednesday only on a mastert development agreement.
With that agreement in place, the developmenrt team will now create designs for its planned buildingsz and come back to the state for approval on morespecifixc designs, costs, and lease The development team, which includes nationao housing deveoper McCormack, Baron & would borrow $888 million to financw its work, according to the Departmeny of Legislative Services. The stater would issue another $338 millionj in debt. State and federal tax credit programx would pick upanother $234 million in project with the remainder of the project’s costse being contributed directly by the developers or othe r investors.
Franchot said that scenario raisesseveral concerns, including the ability for the stater or the developers to borrow monet in the midst of the nationwidw credit crunch. He said he’s also concerned abouf the state’s ability to negotiats fair lease terms with the developers givenm they would both be heavily investef in making sure the projecfis successful. “The problem is that the credit marketxs arebone dry,” Franchot said. “Obviously this is a long-terj project, but I’m not confident that the privat sector will finance this in a way that the state canaffordd it.
” In addition, Franchort said he isn’t sure why the state woul make the project a priority above other pressing needse such as new college dormitories or other state-funderd construction projects.
